It the battery in good shape? Other than that, all that comes to mind is a bad solenoid. Good luck!

Quick thoughts:
Is the starter new or rebuilt? I've bought rebuilts before and had two bad ones. Kept returning to the parts store til I got a good one.
Are you sure it's ok? Have you benchtested it? Pull the starter and hotwire it to make sure it extends and spins under pressure. I usually take a piece of 2x4 and kind of wedge it between the starter housing and drive gear and then hot wire it. If it's good, it'll buzz through that 2x4 with no problem.
Have you cranked your engine over with a wrench to verify it's not seized? Can't remember the size of the bolt, but on front of engine below the alternator there's the head of a big bolt...if you get a socket on it and give it a crank, it should rotate.

Hopefully some of this helps!

Have the battery tested, It takes a minimum of 10.2 volts to engage the solenoid and starter. Do not try to jump start, if the battery has a dead cell it will not jump
start. If you have a battery out of something else that will bolt up, put it in. Other
than that everyone has given all the ifo about this situation, Good luck!

Hopefully you had the battery load tested. You need to check for power going down to the solenoid. With the ignition key on, have someone turn the key to the start posistion, with a test light check to see that it lights up at the small connector
to the solenoid. You can also try jumping the solenoid by bridging from the small wire to the hot cable to see if it starts. rx7doctor
