Fuel pump runs 100% of time, any fuel not being used by the carburetor returns to the fuel tank.
Hense the fuel supply line supplies fuel from the tank, fuel filter, pump, to the carburetor.
The fuel return line starts the carburetor, check vavle, back to the tank.

SO again explain the problem? will you car start if you pour a little fuel down the carburetor (primary side only)?

Make sure the fuel line you pull off is the supply and not the return line. Fuel only dribbles out of the return line.

If you're really looking at the fuel supply line, and the pump is running, either the pump is not pumping or the filter is clogged or there's a problem within the fuel line between the pump and the carb.

Pull the inlet line from the pump to the filter. Get something to collect fuel, use eye protection, etc and turn the pump on. Does fuel come out? Try the same thing forward of the filter. If that all works, then look at the fuel lines up to the carb. There may be a restriction.
