Intake hose??

Intake hose??
on the lower pass side of my '82-12 a, about 8" below the rear of the carb there is a 1/2" hose that the previous owner plugged off, it has strong constant vacuum, and when it is plugged off the engine dies, or tries to.
wtf???
I have checked all the hoses for leaks, and found one, rectified the problem with all new hoses, the only thing I haven't changed is the crank case vent, but it is open to atmosphere. and there is no so called rats nest either. any help would be greatly appreciated as I am new to the rotary. also when this hose is plugged off slightly there is a constant backfire, if that makes sense and you can help that'd be great.
