Question idling problems??

Ok i bought a 83 rx7 and its been sitting for awhile, is what the last owner said. He was gonna have the carb replaced with another one. So now that i have the car i was firing it up and after a few trys it started. It idled at 5000 rpm's and i tried adjusting the idle and it didn't work. I think it might be that the throttle is stuck because i've noticed that the gas pedal is pretty low like someone is giving it gas and i don't know how to adjust that. So can anyone please give me some advice on what your thoughts are. thanks.

follow the throttle cable outside the fire wall. it should hit a bracket where you can adjust the slack on the cable. it'll be a U shaped bracket with the cable setting in it and a nut on either side. adjust that so the pedal goes down, then turn it on. see what happens

I've have adjusted that. It still leaves alot of slack the pedal is still the same as someone is giving it gas. Do you think that it might be the throttle cable that might need replacing?
