i just swapped a 12a out of a wrecked 84 into my 85 gsl and all was going good all i had to do the the eng was replace the front cover. Well i got the eng in the car replacerd ever single vac line and made sure ever wire wass connected.Wehn i started the car it went to 4000 and wouldnt come down. I hve tried 3 carbs 2 intakes 2 wirieng harnesses and i have even made sure the secondary choke valve was not sticking with stil no change. i the well maybe its a bad carb and rebuilt 2 at the same time still nothing. i set the timing mark and reinstalled the dist then reinstalled it at 180 out and it STILL started right up at 4000. i made sure the plug where the auto tranny would hook up was pluged and everything the only wires on the entire car not connected are the four that connect to the tail of the tranny.

disconnect the vaccum advance, plug all vaccum lines. Disconnect accelerator cable....if it keeps reving up to 4000rpm you got a peripheral ported engine !!!!!!

Check the throttle cable. If it has tension on it, it will be like someone is stepping on the gas . I had a similar problem, only it was my cruise control cable. Check your cables man

try idle misture screw or a/f screw on carb,
check timing,
make sure carb is bolted down good, and the the intake manifold is bolted on good with no leaks,
check where the smog pump plumbs into the intake manifold for leaks as well,

check choke butterflie on carb, when its warm it should be fully open
