Take an overall view of that quadrant of the engine bay... Those shots are pretty close up...
If everything works, you should be okay with just some electrical tape and loom... If not, Wiring can be pretty tricky since it's all loomed together... Just tracing back two wires for my truck's O2 sensor 6 inches into the harness took me half an hour...
Also, fan belt isn't the worst thing your wiring can get caught on... I changed the valve cover gasket on a 1991 Camry and got the injector wiring caught under the valve cover when I replaced it... Tore it up on the cam gears (I4 twin cam engine, one cam driven by timing belt. Other cam driven by gears.) That was a bad time.
Tuneups usually run me $50-70, parts only... Depends on what you or the mechanic considers a tuneup... Last shop I worked at charged $70 for a change of spark plugs... Not even good ones... Champions...
To me a tuneup for any car consists of:
Replace:
Air filter
Fuel filter
Rubber fuel hose if it's generic, not if it has fittings on the ends.
Spark plugs
Spark plug wires (if applicable)
Distributor cap and rotor (if applicable)
PCV Valve
Oil filter and oil.
Adjust:
Ignition timing (if applicable)
Valve lash adjustment (if applicable)
Throttle cable tension (if applicable... I hope to NEVER own a drive by wire car.)
Clean:
Throttle plate
Fuel injectors or Carb via a tank additive such as STP
