Headlight retractor problem...

I've got an issue with my passenger side headlight retractor....
When I try to put the lights down, that one stays up. I changed the motor, with the same result. I turn the manual ****, and the headlight has power because, the headlight will close on its own, after turning the **** a certian amount, and then pop back up, on its own. Its a strange problem, and kind of hard to explain. But if I try and close it from inside the car, using the headlight switch or the switch by the gear shifter, it will not move. If the headlight is closed, which I have to do manually, by turing the adjusting ****, I can put the lights on, and the headlight comes up, go to close it, and it stays up. I dunno...???? Just was wondering if anyone had any ideas.

Fusible link (driver's side strut tower) or maybe a short in that portion of the wiring harness between the left front and right front side.
Usually, when the lights will go up, but not down, this is directly related to a fusible link that has gone out - it may appear just fine, may test resistance just fine, but if you replace it, all is back to normal.
For the cheap cost, I'd try that first, and then look deeper,
