680rwhp- I agree with you, to call your self street legal you must be in a legal condition and comply with noise and pollution requirements. The only exception may be tires. My view, strange as it may be, is its a point of honour to know you satisfy requirements, otherwise its cheating and there should be no satisfaction in winning.
In the US, things are more difficult because each state has its own requirements. Thus, from things said on the forum, a car in Florida can be quicker than a Californian one due to different legal requirements.
If anything goes, then the quickest streetcar must be a Formula 1 car driven on the street in one of their races run on a 'closed' road circuit.

Thats how I see it.
Smog laws not withstanding,I feel a "street-able" car should be something that has an interior with carpet,no slicks, and functioning lights/bumpers/ect.A car you could drive everyday if you wanted.Theres nothing wrong with rollbars or stiff suspension, but if it has to run on racegas and has straightpipes, then its not a streetcar,
Smog laws do play a big part with how much HP you can make and still be 100% legal. There are still places in CA that dont do regular smog testing. You just test once and thats it.If I lived there,Id no doubt be running a 20B and Haltech setup,or somn' wild!!. As it is,Im proud to be able to make the power I do and have a comfy, fully appointed car thats 100% legal and 100% streetworthy.

For rotary power information try Craig's Rotary Page , I found it by chance on an earlier thread on hp, 680whp[12A] It's "possible" proof started by luiml73. cp_www.tripod.com/rotary/pg22.htm
If you have problems getting the link, go to the original thread and the direct link is in the first post. Its well worthwhile looking it up.

originally i guess I was thinking that in order to be a street car were talking pump gas, exhaust that wont break windows, and in general, just a car that you could drive on the street. Now I know it would be impossible to meet many of the emissions with swaps and major modifications done, but here in MN atleast, as long as your car isnt ridiculously loud, and the windows arent too dark, you can get away with just about anything.

Come on out to Mazfest this May and see the Blue Bridgeport. Good old fashioned n/a carb'd power. Stayed in front of 3rd gens when it had a 12a STREETport, can 't wait to see what the bridge can do

Sticking my neck out I suggest typically what can be achieved on a top street legal with road tires is
12A stockport with Nikki 14.7 seconds
12A full bridge with Weber IDA 13.5 seconds
12A turbo 12.0 seconds
13B 12.5 seconds
13B turbo 11.0 seconds
There will be exceptions to this in those places where anything goes, but until we have an authentic shoot out its all going to be subject to argument.
The forum could do with a sub forum for timeslips, but to me what is important is my car achieves 10 out of 10 in satisfaction. OK perhaps only 9.8, there are still a few mods on the drawing board.
If you want the record then call the Guiness Book of Records in, and prove you are the fastest in some arbitary classification.

9.666 sec.
Why did no one mention Romeo's car? Last year he did 9.666 sec @ 140 mph on street tires, no nitrous, and stock transmission. It is a street legal and he drives it daily.

Eh,600s dont have sh*t for punch. If you catch em sleeping, theyre some boggy little things without a couple gear drops.Thats why I sold my 600 but kept my 1000!
SUPERROTARYPOWER,Im not sure about 10-11 second cars being fully smog legal in CA,but it aint hard to do a TII swap into an FB and crank up enough boost to hit low 12s to mid 13s.Yers ago,I did 13.5s all day long with a junker engine and stock turbo.Nowdays I should be easily into the 12s with my streetport S5 and TO4B.And its completely legal.I just swap the precat back on for visual compliance and hit the smog shop, no problem.
If you want a smog legal, 12 second or faster FB without turbo/super/nitrous,youll likely never get there. The amount of porting needed to make a fast N/A car would kill your emissions output. You could strip the car down to bare bones, maybe run a mild streetported 13B and you could hit some 13s,but smog wont allow much more than that.....

10.21 @ 137mph
I have run 10.21 @ 137mph in my 85 RX7. You are right it is not exactly street legal but just as legal as freknu and AJC's car.
I do drive it on the street often but it is not my daily driver. Touch wood I have never been pulled over in it.
It looks stock from the outside, that is the way I like it. SLEEPER!!!

This is a video of my car racing. I run 10.26 @ 136 mph, not my best but the only video of it I have on the computer.

Stretch on torquecentral.com runs 8.60 on the bottle with his 418cu (351w based) ford v8 powered FB, no wheelie bars or parachute, but since he tubed the front end, he needs the wheelie bar...
he can pull the front tires untill second from a 15-20mph roll on the street, and he holds the wheelie record at his local track
here is the thread: http://www.torquecentral.com/showthread.php?t=29725
