Failed Emissions
Ok I got my car registered today and after that I was in the area so I thought I midaswell get my emmisions done. They told me they couldn't complete the test because at the end my rear brakes were bad and they coulnd't keep up with the test . He also told me that I should have a tuneup done because it was showing it was underpowering also. So what I am asking is what should I all do on a tuneup to make sure I pass next time I go in.

Ummm Brakes have NOTHING to do with emissions...
Most places will charge you $75 for a tuneup and just slap new spark plugs in the engine...
This is NOT a tuneup...
A real tuneup includes:
Spark plugs and wires
Distributor cap and rotor (Some cars won't need this. The 1st Gen RX-7 with stock ignition will. 1979 Model RX-7's with stock ignition will also need replacement of points, adjustment of air gap and dwell angle.)
Fuel and air filters
PCV valve
Adjusting ignition timing. (And on boingers wiht mechanical valve lash adjustment, adjusting valve clearance)
90% of the tuneup will probably be taken care of with the filters and spark plugs, so if you're on a budget, you can leave out the other ignition system parts.
Sometimes an oil change will help as well, and I usually throw in a can of fuel system cleaner.
Always take the car for a spin around the highway before an emission inspection. Good high speed driving will clear some carbon out and a warm engine will always blow cleaner.

I agree with Pele, get your brakes fixed. From what you said I take it the inspector had to drive the car but found it to be dangerous. His advice was your car is so badly out of tune it would have failed its test anyway.
My view is the inspectoe did a good job and you should be grateful for free advice. With bad brakes you are a menace on the road both to yourself and other drivers and people generally.
A failed RX-7 is bad publicity, it could lead to them looking more seriously at other RX-7s as the result of experience looking at your car. Serious advice, get your car serviced before getting it tested. How come you did not notice the brakes had become so poor?

Sorry if I sounded very negative, but I have had extensive involvement in trying to put people back together immediately after a bad car crash. Forget about TV drama and laser equipment, in reality its still hacksaws and hammers when it comes to broken bones.
