That depends on what you are looking for.
Are you going to go with a Header? If so, I recomend the presilencer as well. In that case, no, you do not put the cats back on. If you order Racing Beat header and presilencer, it is a direct fit to your pipes from the rear of the cats back. Then I would also consider having new pipe from the presilencer to the muffler.
Header plugs into the presilencer, from the presilencer 2" pipe to the Muffler. That is however, not smog legal here in cali. So, it is your choice.

It depends entirely on what the emissions regulations are in your area. Technically speaking, yes, you have to put all that back on. However, if you don't have e-check there, you can rip it all off and just enjoy the extra oomph.
Most people really like the RacingBeat exhaust system (header, cat replacement pipe, and muffler). The only thing you need to be careful of is the high exhaust temps. Many "universal fit" exhaust products (cats & mufflers) have been known to be destroyed by the higher rotary exhaust temperatures, so be sure whatever you get will be able to take the heat.

The powerpulse racing beat muffler is what I got. Its not cheap ($237 shipped) like an ebay fart cannon, but it sounds nice and I know it will last a LONG time cus its designed specifically for the Rx7

I've got a Borla muffler bolted on that I got for about $130 at my local parts place (KOI). Not terribly expensive, and it came already welded up to the pipe that hooks over the axle. Only problem with it was that the hanger bracket is in the wrong place. It sounds pretty much like stock, but I also have 3 OEM cats in place for the front part of the exhaust. So far, it seems to be doing okay, but I've only got about 400 miles on it.

I've heard the RB header/ pre-silencer/ powerpulse combo, and even though it isn't as loud as some I found it to be louder than I prefer under acceleration.
Has anybody tried this setup using TWO pre-silencers and some custom mods to make it fit? Just wondering.

Just to correct the record... I was having a stupid day yesterday. I did not get a Borla for $130. It was a Bosal. Most of the same letters.
Sorry about that!
