Ok, I am currently in a state that requires a cat for anything 1980 or newer. So first what is a good cat for an RX-7 that doesn't cost an arm and a leg.
Second question, I am probably moving to Florida or Cali after I finish college, that is why I am here. Will the car pass and what all needs to be done.
PS: I cooked all the Air Pump stuff accidentally, so that is all toasted, and the carb doesn't support it anyway. So I need ways without the old air pump and all.

Many Spec 7 cars that I have seen use CARSOUND brand catalysts. Cost about $100, very hi-flow and supposed to clean emissions better than the stock original ones. Why this one besides cost.. the owners of the cars tell me that they will last longer than most others on a properly tuned and maintained car. Smog is a BIG deal here in Cali but hey, I love that rotary sound (:

when I bought my car, I checked the emissions stuff because I was going back to a state that required it.
Well when replacing some blown gaskets around the cat (cheapy ones dont last) I noticed that whoever had my car before me had drilled through the cat so it was totally cleared through.
Might be an option for you, you still keep the cat look from the outside, but you also get a really free flowing cat, and no ones the wiser.
The price is unbelieveably cheap to!

Hmm, the Carsound sounds to be the better choice, because where ever I move I know they are going to stick the tester up my cars pipe. and FYI try going to a muffler place like Midas and ask for a quote on a new cat for a 1st gen. You will laugh your *** off at the price.

you can pick up a generic hi-flow cat from an exaust shop for around $85.00 for the rest of the exaust just ge a RB header and have them weld up the rest. my guy here in tucson used a RB header flange and welder a complete 2-1/4" dual exaust for my car for around $100 plus the cost of the 2 magnaflow presilensers and the rear mufler.
see about regestering you car out in the boonies. I got a P.O. Box in a town 75mi from where I live and registered my car out there, no emmisions requiered, I just drive up there once a year and get my tags.

I use a Catco cat on my Spec RX-7. Not the best flowing, but way better than stock. It is in the stock location and the precats are replaced with striaght pipe.
The Dynomax 2.5" inlet/outlet is a good bet. On the flowbench it does as well as more expensive brands. I think (but not 100% sure) that this is the same as the Carsound, but probably costs less.
The Bonez lasts a long time and flows pretty well. Some friends use it on their Spec RX-7s. I think it is the most expensive, but already comes with flanges to fit.
The Random Tech car flows VERY well, but costs more than the Carsound and Dynomax.
