The 82s came with 12a engines. You can get an adapter piece from RacingBeat to put the 13b in there, but you're also going to need an exhaust manifold from an 84-85 GSL-SE or a 13b header.
Does the 13b have a carb or fuel injection? Your 12a's carb isn't going to fit, at least not without a manifold off of one of the older (ie: mid 70s) 13b that had a nikki carb. If it's Fuel Injection, it's gonna be a nightmare. If it's a mid 70s 13b that's got a Nikki, just swap for your carb or leave that one and you'll be fine. If you have FI and want to carb it, you can get carbs that'll do it. Holley 4 barrels are good for the street, but you need to either get the RacingBeat modified 465, or have a ported engine to run a standard holley 600. You can also run a dellorto or weber. Those don't have as good low-end, but they are almost infinitely tunable. Or at least easily tunable.
You're in TO, so there are like three rotary shops within an hour of whereverthehell you are in the GTA. CP Racing is one (www.cpracing.ca I think.. or maybe it's .com) and they're really good at that kinda stuff.
If you wanna get a cheap stock replacement, go get a 12a. 13b's are a little bigger with a bit more power, but it's not worth the trouble unless you're getting a 4-port (read: mid-70s) 13b that you're gonna do a port job on, or you put a TII 13b-turbo from a second gen TII in.

If you have more questions, please check the FAQ and archive to look for some info. Many questions have been posted and answered to death a thousand times before.
The search function is helpful sometimes... though often it'll just bombard you with a thousand of threads like this one which basically tell you to search. The reason for that is that a thousand of these threads have been made because people *didn't* search. It's a self-perpetuating problem which really sucks, but you can't stop it so.. .meh.
