carb needs to come off, i have no idea why we used to think it was so hard, last time took me under 15 minutes

the valve doesnt directly affect smog (its there to lower cat temps on decel) but if they check it and its bad you fail the visual.

1. Remove carb
2. Remove the shutter "flapper" from the shaft by removing the two small screws that hold it into the shaft. Make damned sure that those screws do not fall into the motor!!!
3. Reinstall the carb.

That way, you can have the benefits of eliminating the shutter valve, but still pass a visual inspection of the emissions system.

Good luck.

For the person that has not taken a carburetor off before it is not a 15 minute job and can be intimidating for someone that has not done it before. :-)

This should help with the removal.

First time I did one, I kinda freaked a little at what all I had to do to get to the thing. Once I jumped in, it wasn`t as bad as what I thought it would be. Patience is the key.
