Firs thing to do is inspect the steering, inspect the idler arm for up and down movement, they have plastic bushings in them that wear out. Also remove your shocks and struts are what keep the tires with contact with the road. Also tire with a bad cord in it(seperating)
will cause same problem. rx7doctor

It's not normal to that degree, this is called bump-steer. The amount any car will have varies with the quality of it's suspension but what you're describing is excessive. Your tie-rods are too far out of alignment with the lower control arms.
With the steering wheel locked get the front wheels off the ground with the car secure (jack-stands). Place your hands on the tires at 9 and 3 and work them back and forth with some force. Either you or a helper should eye-ball the steering linkage, you'll see the problem(s). In any case if your front end is this bad it's time for a rebuild and alignment.
As for it being worse in the rain, you do have tread on your tires right?

Test the shocks and struts by bouncing the car by hand at each corner, get it cycling (up and down0 as fast as you can then let go and observe how many times it cycles without you. If the shock/strut is good it shouldn't go more than once more, if it does they are toast.
