Alright, beleive I found my issues but still need more driving to be sure all gremlins are gone. Found out my tank wasnt venting well, pulled the line off at the charcoal canister and found some motor snot in it. Cleaned that out and blew the lines clean with air and carb cleaner and more snot came out. So decided to do all the lines and found out the one way check valve in the return line clogged really bad. You would have an easier time sucking up a milk shake though one of those coffee stirrers, tried to clean with spay and air and still no good. Is there a good replacement cause I cant find one at any stores, havent checked mazda yet since its sunday but will ust any 1 way work as long as its gas freindly, anyone have a part number for something suitable that autozone or orielys might have?

Did another oil change to to get rid off the left over gas that was in the oil, when I changed about 2 days ago it was about 1/4" over full mark on dip stick maybe less. And I did an oil change about a week before that one and it was right on the money so about a half quart got in there im guessing. Seems to be driving alot better now and my rpm didnt seem to drop like before but I havent taken it on the highway yet. Still a small hesitaion off idle which im sure is just an accelerator pump adjustment. Ill update in the morning after I get to work Thanks for all the help guys hopefully this has it fixed.

So the 7 ran friggin great on the way home today, idle never droped below 750 rpm and would pull strong all the way to 6k (rev chip). Dont really know what made the differance as I did quite a few things, cleaned out vac lines (motor snot), cleaned the one way valve in the return line, rerouted float bowl vent and fixed my bowl vent solenoid and adjusted my timing a tad today at work. Timing was off a couple degrees on L and T, set it according to racing beats website at 2 degrees BTC for L and 19 degrees ATC for T for 1977-83 stock porting and intake system. So 1 or all of the changes helped, im leaning to all of them contributing and stacking on eachother to slowly cause my problem(s) with idle and rev down.
I think my poorly routed breather system I did after rats nest removal was able to keep up in warm weather, but the first freeze (when problems first reard there ugly head) my intake iced up, when the water melted my breather system couldnt handle it and got clogged with motor snot. Blocking the fuel tank breather going to charcoal canister along with the fuel return line on the carb and one way check valve. Which started a snow ball effect causing rpm to drop and car to almost die on rev down under load, gas in oil sump, carb flooding, horrendous gas milage and week long headache thats finnaly GONE, knock on wood lol. Well I guess thats all of my update, ill check back in after a good long drive tommorow on a full tank of gas and see how it goes. Thanks everyone for all the advice, looks like everyone that gave me advice had a peice of it right and with everyones info together, the 7 is back up and running better than ever.
