Carb- Throttle stop help please
How does the throttle stop work, by vacuum?
It appears mine is stuck with the stop out far enough that the car revs at 5k rpm in neutral.
How can this be fixed?
Or should I just rebuild the carb? How long should it take a newbie?

There are two screws on the carb to adjust idle. Depending on what year car you have they are located in different positions. Assuming that you have a 81-85 12A, the air mixture screw is in the center of the carb on the drivers' side. The idle speed screw is located over to the right of this by the throttle linkage. Screw the mixture screw in until the engine starts to run rough. Then screw it out little by little until it runs smooth. Then set the idle speed screw till the engine idles at about 750 rpm.
If your car is revving at high speed, you must have the linkage stuck open. Fix this first.

Thanks for the info on setting the idle, but that is not the problem that I need to fix.
From what I can tell, the throttle stop has an actuator that allows it to adjust the throttle position. The actuator is out quite far and thus the engine revs at 5k rpm.
