Carb Problem..

I've seen them seized. See if you can open it a bit by hand (much easier if you open the primaries first).
If it's not seized, best guess would be the little vacuum box at the front passenger side of the carb not working / not holding vacuum. You can take it off and test it - it's 3 screws (accessed/viewed from the front) holding it onto the carb plus a pin/washer connecting it to a little arm. Pop it off, move the lever on it and plug the hole with your finger (or rather the little black plastic circle piece protruding from the hole). If the lever stays in place it's probably working fine. If the lever returns to the position though it's not holding vacuum.
Those are my only two guesses (aside from the posibility of the linkage between the primaries/secondaries being bent) - maybe someone else has an idea though.

i remember reading somewhere about the linkage rod falling off, so check and make sure that the linkages are properly connected...i'm gonna see if i can find that thread/picture for you.

I think it needs to be rebuilt.I noticed the secondary valve was dripping gas when I went back to work on it.I'm thinking about buying another one instead of rebuilding since I'm swapping engines this weekend.
