there is always a question if the old floats are still good in a rebuild. I didnt change mine as there was never a problem with the fuel level beforehand and setting the parameters for new floats during rebuild is tricky (at least for me ). after carb reinstall I checked fuel levels at both front and rear sight glasses with a light and a mirror and the levels were good.
So I recommend checking the levels and tell us what you find.
Your problem could be other issues, like a vacuum leak in a hose or worse an air leak in your rebuild as an example.
How does the fuel filter look? is there excessive water or any rust in the system
a bad ignition may cause the same symtoms too.
Please list details before and after that will give more clues

New needle and seats frequently stick and cause flooding. Check the fuel levels in your sight windows. If you can't see a line at the 1/2 way mark on the windows, then the bowl/s are most likely full. Take the top of the carb off and work the floats/needle and seats up and down many times, then add a couple of drops of machine oil, I use sewing machine lube, inside the needle and seats.
When they stick, a sharp rap on the top of the fuel feed banjo bolts often loosens them. Did you make any adjustments on the float levels? I also suggest you read Sterling's carb write ups in the FAQs. Lot's of good info and helpful tips if you haven't read through those yet.
