Perhaps you are reffering to the black phenolic spacer between the carb and manifold. It's a heat shield, and is restrictive, but it's the least of your bottleneck concerns, unless you are running:
A racing Beat header and free flowing exhaust or equivalent,
A larger cfm carburetor,
And anything BUT the stock air filter housing.
Then there's the intake manifold shutter valve....

The very slight restriction the plate offers is nill compared to these things, and even if you've remedied all of these other bottlenecks, you probably would hardly notice a ported plate.

Its also designed to kill the reversion wave. Thats why its shaped that way. But opening it up to the carb baseplate wont hurt much. But like Sterling said, its not the most restrictive part of the intake system.

I'm not saying not to. Just that its not the first step in improving the airflow.

I thought the spacer played some role in keeping the carb from getting too hot?

It is a challenge I know. Check out Rx7Carl's tutorial on his insulated Cold Air Intake at ftp://ftp2.totalimmage.com/ti/Tutorial_2_CAI.pdf I'm planning on tackling that job this spring before autoX season starts.
