Racing Bleat says a 7% horsepower increase is typical. It shouldn't affect your gas mileage, it didn't on my car.

on the websight it says 22% horse power increase is typical

From my 1985 Racing Bleat catalog:

"When installing headers on a rotary for street use, there are two general approaches; short primaries and long primaries. If the two primary pipes are brought together early in the exhaust system, the noise will be only moderately louder than stock,and the power increase will be about 7% over stock at 7,000rpm."

As I read further I find a diagram which shows a short-primary setup for '84-'85 RX7 that uses a mini-presilencer and a Prima-Flow muffler. IT says: "Increased power (12A-25% max over stock/13B-20% max over stock)"

I suspect the "truth" lies somewhere in between.
