Brakes

Here is the problem. The Lower steering arm hits the disc before the disc is even completely up against the back of the spindle. I was thinking of cutting it and building a washer for the hub. Any thoughts?

Are you sure you you installed it correctly? With bearings and seals on BOTH sides? It seems like you are forgetting something and it is creating the slack, thus making it droop down.

More than likely, it's the larger axle rotor on a smaller axle spindle.

Those are aftermarket parts. The pic of the bearing area is not clear enough to see how much further it needs to be fully seated.

Call whoever manufactured them. They should have the answer.
