My advice would be to bend it out just enough so that it doesn't rub. As little as possible, as you'll just do more damage and make it more expensive to have repaired. Save up and have it fixed correctly. File a police report and see if they caught the other driver on any cameras.

A slide hammer w/ hook attachment would most likely be the best tool for pulling the lip back out enough for clearing the tire, without making the full repair any more difficult.

There's no access to the backside of the outer skin on the rear quarter panel. This leaves the option of drilling holes for using an older type slide hammer puller, or getting a "stud gun" that spot welds studs to the outer skin, and uses a special slide hammer attachment to grab these studs and pull the skin back out.
That's the only options that don't involve cutting/welding or mega-filler that won't last.

B to the O to the N to the DO - that spells BONDO!

I hate the stuff, seen way too much of it from the salty roads during the winters up here. Will only use it for certain things - never rust prevention. It just rots around it.

Yeah, filler is *intended* to smooth over minor imperfections, should never be applied more 1/4" thick, and is NOT for patching rust or any other type of hole.
Even 1/4" thick, it WILL crack eventually.
However, quick-fix shops and used car lots love it, since it looks ok for a little while.........

Yeah, that's a tough spot to fix. Better off leaving that to the pros. A drill and slide hammer in the wrong hands can make quite a mess!

And when it comes to bondo, I like to keep it down to a thickness where it's nearly transparent after sanding. Any more, and more metalwork is needed.

I don't like the idea of drilling holes for the slide hammer, cause they have to be repaired afterwards. The stud gun method is vastly superior......

As a temp fix so it doesn't rub, put a 2x4 on the inner body and another on the rear fender lip and use a bottle jack to open up the clearence.

Rubbing alcohol should take the berries off, but it will require some elbow grease

porta power that out and then use a dolly and hammer the dents out small little hammer taps with the dolly on the other side it will come out rather easy, you cant hurt it much more since most shops will get it close to flush and skin it with bondo...

KCREPU is right about the wood. With some different size wood blocks, a jack, and a big pry bar you can get things looking respectable without creasing metal or damaging paint. Sometimes a clamp is handy too. Small motions here and there. Ya can't be in a hurry.

you can go out and get a hammer set for body work and if you have the patience you can get it pretty close, but if you want it perfect you will need a way to heat up the metal to reshape it again, trust me it sucks and it takes forever but you save yourself a lot of money
