sounds like a short in the system. Time to trace your wires and find the broken one.

I agree, it might be hard to find, but there most likely is a short.

Take a look at the wiring diagrams in the FSM, almost 100% being a short. All the wires come together into the main harness at some point so yea they are linked together somewhere.

Something is shorting out. Sounds like it's rooted in the lighting system so I would start there. Also check your primary battery cables make sure the ground is proper. What's the alternator reading? Normal output for voltage?

On my '80 the tailights are on the same fuse as the retractor motor for the headlights. It is a 10 amp fuse, try replacing it with a 15 amp fuse.

never use i higher rating fuse than whats called for. there is a reason for the amp rating. if it pops a fuse then you have a problem.

When I changed my instrument cluster a similar thing happened my headlight retractor would not work and the fuse blew. If your wiring checks out it may be a problem in the instrument cluster. If you can get your hands on a spare cluster try temp installing another one and see if it fixes the problem. The circuitry card in the back of the cluster is almost unrepairable so i wouldn't bother trying to fix the old one. Also check your combination switch for broken or loose contacts
