Another wiper issue

Been struggling with this one for a while. Since the 1st autox with the car tomorrow is most likely going to be in the rain, I figured tonight was the time to actually look into why my wipers don't work. I think I have a few problems here.

Took the assembly out, linkage checks out ok.

I cannot turn the motor by hand. For fun, I disassembled the motor assembly to check it out (brushes are annoying to put back). If I spin the rotor without the motor casing around it, everything moves fine. Put the case back on, can't spin the output shaft. Not sure if it is supposed to be like that or not. Thoughts?

Next, I'm not getting power at the motor connection. My guess is that means either the selector switch or the relay. I have power at the fuse for it, the fuse is good, but not seeing power under the cowl with the switch on. The switch will activate the washer pump though. Does that mean the wiper switch is good, or not necessarily?

I'm kinda looking for good trouble shooting techniques on the switch/relay.
