Air Supply Valve

Air Supply Valve
Been having problems with my idle when stopping and/or when drawing a lot of juice from the alternator (i.e. usng the stero/windshield wipers/headlights/braking).
Have an 84 SE with no AC (removed), and thought it might be the Air Supply Valve, which I believe is suppose to compensate when drawing a large electrical load such as using the AC.
Tested it by connecting it to a 12v battery, and the plunger was withdrawn, but did not return when the current was removed? Is that normal, or should it have returned to normal when the current was removed?
I'm not sure if that mean's it's not functioning properly, or if it is even involved when drawing power for other electrical items aside from the air conditioning (wipers, stereo, etc.).
If is is malfunctioning, can it be fixed, or am I screwed? Not a chance of me finding an SE in a wrecker here. They are very rare in these parts!
Looked through some posts, but can't seem to find any fixes. Any help would be much appreciated.
