Air Pump & ACV

Ok, I have another question. Albeit a stupid one to many of the rotor-heads out there.. What exactly do the air pump and ACV do? I'm staring at my engine last night trying to figure this out, and I'm kinda stumped...

More directly to the point... What I'm wondering if I could do is remove the belt to the air pump, and switch from my cat to a straight pipe(or presilencer or whatever) I still need to be able to switch back once a year for the tailpipe penetration test, so I'm wondering what I could do easily the rest of the year.. I'm not quite so concerned with entirely removing all of the gear, and then having to replace it yearly just to gain a couple pounds, and particularly not on the right side (I figure something has to offset my weight to keep a balance)

I know there is an ACV blockoff plate if you want to remove it, but what about just taking the belt off to save the parasitic horsepower loss....

they feed okygen to the cats at low rpm so they burn off more of the unused HCs.

emissions nonsense.

I know they are for emissions.. And therefore don't give my car any performance help
Is there a problem with simply removing the belt?

yeah - it can ruin your cats. if you run a straight-pipe you don't have to worry.

that was my plan.. I have a Bonez Cat in right now, but RP makes a complete bolt in presilencer that is easily interchangeable...
