'85 GSL-SE Emissions - Air Control Valve

My beloved '85 GSL-SE is running great, but just failed emissions in New Jersey. It doen't smoke, but the HC and CO were high. My research indicates that the problem is probably the air control valve. Does anyone know anything about these things? I was told that it could possibly be cleaned with carb cleaner...is that an option? Is it worth a shot to get a used one? The only new one I've seen is $387, so I'd like to aviod that if possible.

Any insight would be appreciated.
