12a will not idle...
I got my 84 RX7 GS and it just refuses to idle at a normal rpm. I rebuilt the carb and removed the emissions(most of which were gone when I got the car). It starts, runs, and has ***** when driving. However, it will not idle right and surges when below 2k. /oh, I also set the timing spot on and checked out the cap, rotor, and plugs, they all checked out. Any ideas?

A very common/expected mistake to make is when putting the carb back in the owner MAY not have tightened the accelerator/choke/cruise/hot start assist cables to their original location. An easy way to test if they are causing the problem is to (with the car off) disconnect them all from the bracket, but not the arms they connect to. Then start the car. See what it does.
If it's FAR different than before, set your idle mixture and speed with the cables unmounted like this....then attach them so that they do not affect the idle.......
If this does absolutely nothing for you, then your emissions (which may need to be checked anyway) removal may be the cause.

I was thinking a vacuum leak too. I know that the previous owner did not do the emissions removal correctly. I have been correcting all of the crap he did wrong. It was like this before I rebuilt the carb. I put the carb spacer gaskets that came with the kit on, even though I heard that they are bad to use.

OK, so i did a vacuum test. I got 13-15psi at 1000-1100 rpm(which is the lowest i can get my car to idle). I would like to know if this is normal. I've been up and down the intake and cant find a leak. Could this be high fuel pressure? Could this be a clogged exhaust? I'm starting to run out of options and I need this car on the road soon. Maybe there is someone near Pittsburgh that can help me diagnose?

The shutter valve has been removed and the holes where it mounted to the intake manifold have been plugged. Also I looked at the fuel pump and it said 5.5 - 9psi when we are supposed to have 2.8 - 3.5 psi, so I'm going to put a pressure regulator on and see if that helps too.

You need to read your vacuum in "in hg" not psi. PSI is pressure, not vacuum.
Clogged exhaust would cause a larger problem the higher you rev.
The Nikki has a built in regulator.
Where are your float levels at in the sight glass?
Do you have your timing set on Ported vacuum? When you set timing, since you can't idle low enought to take mechanical advance out of the equasion, how did you do it? You could be way under timed if you timed it to spec but at 2000rpm.
Clogged exhaust would cause a larger problem the higher you rev.
