Without opening the engine up there are a few things you have to do and I would recommend
in this order.
1. Performance exhaust (RB Street Port setup is the very best)
2. Rats nest removal
3. Better air/fuel flow (Hogged out Nikki the best IMHO, or Dellorto/Weber DCOE or Weber downdraft)
4. Better ignition (some form of DFIS which gives you wasted leading spark and stronger ignition)
5. Electric fan
6. Relayed ignition, fans, fuel pump, and headlights.
I have all these mods (see my sig) and I am putting out about 50% more HP that stock. Once dynoed it at 134whp. Makes for a very fun car with just boltons.
in this order.

what i've found, like others have said
RE dual weber set up
RB header and decent exhuast to follow
MSD ignition/coils
accessories delete (ac/air pump, fan > e fan... etc)
dual pulleys or gilmer
high rear diff gear, se 4.10 or like a ford ranger front diff i heard bolts in 4.44
i have a gsl rear (3.90) in my 79 atm with eveything above except the dual carbs, but hopefully they'll be going on this weekend. the diff is very noticable even just between the 4.10 > 3.90 since i had this same 12a in my 85 before i 13b swapped.

74 ported intake ports
exhaust ports enlarged to J-spec 12AT size
S4 or S5 turbo
3" DP but the rest of the exhaust can be 2.5"
semi-locked dizzy
DLIDFIS
light steel flywheel
and a clutch strong enough to handle the power but not too stiff because that detracts from the experience
hockey puck motor mounts or RB's competition motor mounts
competition trans mount
electric fan
You will get a good idle, good strong low end torque, fat midrange, and power up to 8 grand. I do.
If however you are not interested in turbos...
Same engine specs minus the turbo but the same carb (it handles boost and NA fine) and a stock dizzy
RB's full long primary exhaust system
free flowing air filter
These cars should have come from the factory like this. When set up like this, they really are the best.
