Water in oil and white smoke is a water seal problem, requiring a total engine rebuild. Completely different than "just like any other engine". You might want to search in the 2nd generation forum for information.

Don't know your mechanical ability. Lots of people, with some mechanical ability have successfully replaced their water seals.
The search button is your friend. Only you can determine if you can do this....but if you can replace head gaskets, with some learning here and a FSM (factory service manual), You should be able to do it.

Engine needs a rebuild. Pick up a Haynes manual for an RX7 or buy a rebuild video from Atkins Rotary http://www.atkinsrotary.com/store/customer/home.php If you have any type of mechanical skills you can do a basic rebuild as long as all your parts are within specs. Good luck.

I hate those. they tell nothing. they show you a picture of the engine and say remove these 3 bolts...
I like the Mazda workshop manual I got it off the internet real cheap (I think it came from a disgruntled mechanic who was stealing crap from the dealership)
